Winnipeg Moves Forward on a New Mental-Health Crisis Response Team

Anyone who has ever called 911 for a loved one in distress knows the mix of worry and hope you feel in those moments.

And for years now, well-being checks have quietly become the most common call in our city. More than 21,000 of them came through last year alone.

That’s why Mayor Scott Gillingham is taking the next step toward creating a fourth emergency response service focused entirely on mental-health crises.

The proposed Winnipeg Community Crisis Response Service would be a citywide, community-led team of trained, trauma-informed responders who can support people in crisis with care rather than enforcement.

Here’s what’s happening now:

  • The Mayor is bringing a motion to work with Pensa Consulting Inc., led by Dr. Maria Cotroneo, to build a full proposal

  • The plan will look at how crisis teams can work alongside 911 dispatch, community partners and health supports

  • A detailed proposal will go to Council once development is complete

This lightens the load on 911 and lets each emergency service focus on what it does best.

More importantly, it moves Winnipeg closer to a response system that meets people where they are and offers help in a way that feels safe, calm and human.

City Updates

Province to Restart Selling U.S. Alcohol to Support Manitoba Families

The province is taking a practical and generous approach to a leftover issue from earlier this year. After pulling U.S. made alcohol from shelves in response to American tariffs, about $1 million worth of stock has been sitting in storage.

Some of it is nearing expiry, so instead of letting it go to waste, the Manitoba government is putting it up for sale and directing the proceeds to families who need extra help this season.

The sale is expected to raise $500,000 for holiday charity cheer boards in Winnipeg, Brandon and Thompson, helping provide food hampers and gifts to local families.

Here’s how it will work:

  • Sales start Monday for restaurants, vendors and private wine stores

  • The general public can begin purchasing items on Wednesday at select government-run liquor outlets

  • The province is still not buying new U.S. alcohol products. This is simply clearing existing stock before it expires

It’s a simple way to turn unused inventory into something meaningful. At a time of year when many families feel the strain a little more, this move channels those dollars back into the community where they’re needed most.

Province Shares New Results on Manitoba’s Universal School Food Program

It’s been a big year for Manitoba’s Universal School Nutrition Program, and new data from the province gives a clearer picture of the impact it’s having on students and families across the province.

Over the 2024-25 school year, students accessed more than 30 million meals and snacks, with daily participation rising to 93,431 kids. For many families, this support has brought stability at home and helped children stay focused and ready to learn throughout the day.

Here are a few highlights:

  • 632 schools offered at least one meal program, a 24% increase

  • Daily participation jumped 51%, from 61,773 to 93,431 students

  • With schools serving 162,446 meals and snacks per day across the province

Teachers are seeing noticeable changes in attendance, confidence and engagement. And families say knowing their child has access to healthy food at school eases some of the pressure during busy or challenging times.
